Help on create/alter menus...

Hello to everyone. My first question and I hope posted on the right place...

I used DCBeeb to check some games with the help of DataCentre. I now am curious about how these kind of menus are created because I realised that they are used a lot!
So, trying to learn some about it, in the Readme file of DCBeeb a MakeGameFile.exe is mentioned from MBeeb as needed to alter menus. Though, the site at http://members.multimania.co.uk/mmbeeb/ seems to be dead and cannot find more info.

Could someone please inform if there is some other place where I can find it?

Could you please point me to the right direction about how these menus are created in general, what is involved in the process and what software is needed? Possibly some resources of info I can dig in?

It seems that what I need is in the self extracting file TheGamesMenu.exe but unfortunately it is not archived too...

Could possibly someone have it and willing to share it somehow?
