The add-on board is one of these:

It's a PAL Colour Encoder, schematic here:

It adds the 4.43MHz PAL color burst signal to the 60Hz Atom UHF Video output.

A bit non-standard I think...

To be brutally honest I'm not sure why people are getting excited.

As someone said it's ARM powered so at best it's an emulator running on custom hardware, that just happens to have the same styling as the spectrum.

Now things like the Harlequin http://www.zxdesign.info/harlequin.shtml at least keep the Z80 and reproduce the ULA with discrete logic.
