Looks like some of the text is found in "Microprocessor systems servicing" / "Servicing the BBC Micro" / "Hardware and simple test programs" (pdf) (which turns out to have quite a nice block diagram) although it's not the same document. Perhaps the same publisher? (Microelectronics Education Development Centre)

Perhaps nearby?

I see on page 16, where there's a waveform diagram for the clock speed switching and a short test program, the logo and name of Acorn Computer. Maybe that means the diagram came from Acorn and is used with permission, and so this isn't an Acorn document? (Also means that there's some interesting and useful Acorn document to be found.)
