If you get stuck, I can program these for you. I have a Logical Devices Chipmaster (look-up the list) which programs most things. I’ve programmed lots of that part before using a Phillips part number. Note: The Czech parts do have ‘drop-outs’ !! Nothing to do with the programming algorithm, though. ...

Maybe you’d like to try the ABE (Advanced BASIC Editor) and see what you think. Search the Forum for ABE. Just ask if you need some assistance. It’s a 2 ROM program and comes with some useful utilities.

Thinking about saving pennies here and there, how about using the SST39SF010A-70-4C-PHE-ND Flash ROM instead of the 28C256? I know it's a larger components and much of its capacity would be wasted in a simple 32K ROM configuration but it's potentially quite a bit cheaper. So it is - Several problem...

As I have been trying to get my head around this Electronics thing. Isn't the GAL a bit of an over kill for what you are doing with it, couldn't you use a few 74LSHCTs? (Very!) Long shot but is anyone driving down from Durham area (Consett) who might be willing to pick up a Master and a Cub monitor?
