Looks like the riscos.info website is down. You could probably remove it from the list of package sources so PackMan doesn't try to connect to it, or just wait for it to come back up.

To try to eliminate the possibility that it's a hardware timing issue, remove as much as possible. Start by taking the PC card out, then maybe the VRAM, and if the 32MB RAM is two SIMMs then take one out at a time.

Although you don't mention it here, I think you said on Facebook that the machine does have RO3.70 so you would expect the hard disc contents to have been updated. Reading the 'Acorn MOS' wiki article today jogged my memory, isn't there 768 bytes where the 'credits' are in the rom that could be used? Assuming you have RO3.1, it has DOSFS in ROM, but IIRC it only supported Fat16, i.e. partitions less than 32MB (yes, MB) in size. So you could try creating a small, 30MB say, partition on the CF card and formatting that as Fat16. Hopefully when you put that into the Arc it will be recognised by DOSF...
