Assuming that you have disconnected the Plus 1, is the +5V power actually getting to any of the chips? E.g. pin 8 of the 6502. What voltage do you get on pin 40 of the 6502? Let's start with basics: Disconnect everything from the Electron - except the power-in plug. I know you've done some of this already, however, let's have the results written down . . . Check the ULA socket for broken pins. It may not look obvious initially. I had a similar issue, which is discussed in this post. May seem a daft question, did you push the knob in after selecting a disk?, as it needs to mount the drive. I had the the same issue, works if you push in the button....

Hi All After getting the Gotek drive to work, using a Elk with Plus 1 and Slogger DFS interface the said Elk after using it wouldn't boot up, no light, no reassuring beeep. Final problem is the harddrive, after over 10years of not working and old age the ST-506 when clicking on the icon in 3.11 it hangs then gives a disc error, RiscOS 2.0 it just froze the machine. One thing has as the PSU been re-capped?. If not it will go pop at some point..... Happened to me with the Master, put the beeb back together after a complete re-cap kit from RetroClinic, worked a treat.
